Added: May 07, 2008 8:00 am Using negotiated procedures authorized in Federal Acquisition Regulation Part 15, the Department of Justice contemplates award of up to three (3) indefinite delivery/indefinite quantity contracts with private practitioners of law for debt collection services on behalf of the United States in the counties that comprise the Federal Judicial District for the Eastern District of New York. Pursuant to the Federal Debt Recovery Act, this procurement is strictly limited to law firms or solo practitioners of law. Additionally, eligibility for award is restricted to only those law firms or solo practitioners licensed to practice law in the United States District Court for the Eastern District of New York and who are regularly engaged in the private practice of law in that district. "Regularly engaged" in this context is construed to mean that at least 20% of the debt collection cases handled by the firm/practitioner arise in the district. Contractors will be required to pursue debt collection activities which parallel existing industry procedures that have proven to be effective and efficient; to interact with government representatives at defined stages of the collection process (i.e., settlement, compromise, etc.); and to input relevant case data in a computer database maintained by the Government. Contract payments will be based on contingency fees for unsecured debt collection and/or firm-fixed prices for secured debt collection. The anticipated period of performance for each contract will be one (1) base year and up to six (6) option years. The anticipated release date for the solicitation, which will be available only on the Federal Business Opportunities website, www.fbo.gov, is June 4, 2008. Hardcopies of the solicitation will not be available. Amendments to the solicitation issued prior to the receipt of proposals will also be posted on www.fbo.gov. Interested parties are responsible to monitor this site for access to the solicitation. All responsible sources meeting the eligibility requirements may submit a proposal which will be considered by the Government. It is highly recommended that, prior to submitting a proposal, all interested parties obtain a Dun and Bradstreet (DUNS) number, register in the Central Contractor Registration (CCR) database, and complete online representations and certifications in ORCA, the Online Representations and Certifications Application, as these requirements are mandatory for any firm selected for a contract award. Easy access to all three systems is found on the CCR homepage, www.ccr.gov.
