About this opportunity
The U.S. Department of Justice (DOJ), Justice Management Division, is seeking proposals for private counsel to provide legal services for debt collection on behalf of the federal government in the District of Connecticut. The objective is to contract with law firms or solo practitioners to collect delinquent debts owed to the U.S., including secured federal debts, bankruptcy proceedings, foreclosures, and other related legal services. Offerors must provide fixed unit prices for various contract line items and demonstrate prior experience representing the U.S. government as plaintiff in debt collection litigation. Proposals will be evaluated on technical, past performance, and price factors using a two-phase process. Proposals are due by July 19, 2024, and the government intends to award a single contract with a 5-year period of performance.
There is no set-aside designation for this opportunity. The incumbent contractor is Halloran & Sage LLP, who has provided these services since December 2019. The government cannot predict the future volume of accounts, but the majority are private consumer debts arising from federal loan programs. The contract will use a combination of fixed-price, labor-hour, and cost-reimbursement pricing, with a contingency fee component for unsecured debt collection.
