About this opportunity

NASA Johnson Space Center is soliciting proposals for Private Astronaut Missions (PAM) 5 and 6, which will provide commercial flight opportunities to the International Space Station as part of NASA's broader strategy to commercialize Low Earth Orbit. The solicitation seeks two short-duration missions with launch dates between May 2026 and mid-2027, with each mission accommodating a maximum of four private astronauts for up to 14 days of docked operations using certified U.S. transportation vehicles. Proposals must demonstrate qualified PAM Commander experience, with commanders required to be no more than five years removed from active ISS operations or provide NASA-approved rationale for current spaceflight experience. The evaluation will focus on technical merit, mission integration approach, and business viability, with NASA intending to award both PAM 5 and 6 simultaneously. The original proposal deadline of May 30, 2025 was extended to June 25, 2025, with the question and answer period reopened through June 2, 2025.

This opportunity does not utilize any set-aside designations and no incumbent contractors are identified in the solicitation materials. The solicitation does not specify award values or budget ranges, though proposers must provide detailed budget information in their Mission Business Approach section and PAM Budget Table submissions. Each mission is limited to a maximum of four private astronauts with a maximum planned docked duration of 14 days, and mission concepts involving Extravehicular Activities or ISS Robotic Systems operations by private astronauts are explicitly prohibited. Performance will be coordinated through NASA Johnson Space Center in Houston, Texas, with specific launch dates dependent on ISS vehicle traffic and on-orbit activity planning constraints. The missions represent Phase II of Focus Area 4A under NASA's Research Opportunities for ISS Utilization program.

NASA has outlined a broad strategy to facilitate the Commercialization of Low Earth Orbit (LEO) by U.S. companies (see NASA Interim Directive 8600.121: “Use of International Space Station for Commercial and Marketing Activities”). As part of that strategy, NASA is enabling private astronaut missions (PAMs) to the International Space Station (ISS). The maximum number of private astronauts per mission shall not exceed four (4), and the maximum planned docked duration shall not exceed 14 days. Mission concepts which include Extravehicular Activities (EVAs) performed by the Private Astronauts or involve Private Astronauts operating ISS Robotic Systems will not be considered allowable.
