About this opportunity
The Naval Air Systems Command (NAVAIR) intends to issue a firm fixed-price Purchase Order for primer application to the Leading Trailing Edge Spar (LTES) of one E-6B aircraft under Simplified Acquisition Procedures. The procurement will be conducted through Federal Acquisition Regulation Part 13.5, utilizing the statutory authority of 10 U.S.C. 2304(c)(1) for a single source procurement. Performance Aircraft Services, Inc. is the identified sole source contractor due to their current on-site experience and familiarity with the resealing efforts. The pre-solicitation notice is informational and does not constitute a competitive proposal request, though interested parties may submit capability statements by February 23, 2025. The government retains full discretion to determine whether to compete the effort and will not reimburse respondents for any costs associated with responding to the notice.
The procurement is not designated with a specific set-aside and falls under the NAICS category 488190 for Other Support Activities for Air Transportation, with a Product Service Code of J015 for aircraft maintenance and structural component repair. Performance Aircraft Services, Inc. is positioned as the sole source contractor, suggesting they have unique qualifications for this specific task. While no specific award value is disclosed, the scope is limited to primer application for a single aircraft, indicating a relatively focused and potentially lower-value contract. The contract will be executed through a Purchase Order using firm fixed-price terms, which implies a predetermined, fixed compensation structure for the specified services. The timeline suggests the procurement process will be completed by the February 23, 2025 deadline, with potential immediate implementation following contract award.
