About this opportunity

Washington Headquarters Services (WHS), Department of Defense, seeks hotel lodging support for the Preventing and Countering Axis Resistance Forum, with quotes due November 10, 2026 at 9:00 AM local time. The solicitation is set aside for total small business. The WHS Acquisition Directorate is contracting on behalf of the Near East South Asia Center for Strategic Studies (NESA).

The requirement is a firm-fixed-price award for lodging approximately 35 individuals from December 11 through 19, 2026, covering 181 total room nights for 25 USG-funded single rooms and 76 total room nights for 10 self-pay single rooms. The notice lists Arlington, VA 22202. The hotel must be in the Washington, D.C. metropolitan area, within 0.5 miles of the Pentagon and 0.7 miles walking distance from an in-service metro station, with on-demand shuttle service to the nearest metro station if it exceeds 0.7 miles. Self-pay rooms must be held at group rates until one week before arrival, and the Government carries no financial liability for them.

Rates must include a hot breakfast buffet with no pork or alcohol in foods and chicken as the meat substitute. The hotel requires an in-hotel full-service restaurant serving breakfast, lunch, and dinner with sufficient waitstaff, plus three additional full-service restaurants within 0.5 miles walking distance, considering cultural sensitivities for unescorted guests. Other requirements include ADA compliance, public meeting space for up to 10 participants, on-site laundry, in-room desk and drawers, free high-speed internet, refrigerator, microwave, and secure safe. Excluded charges are local or international phone calls, pay-per-view, minibar, room service, and alcoholic beverages.

Award is best value, evaluating technical capability and price. Offerors must be registered in SAM.gov and submit quotes by email to Lionel Johnson and Courtney Applewhite, valid 120 calendar days from the deadline. The contracting officer is reachable at (703) 545-3578, and the contracting officer's representative is Scott Dorsey at dorseys@ndu.edu. The procurement is coded NAICS 721110 (Hotels and Motels) and PSC V231.
