Lumber must be new, unused, commercially available indoor pressure-treated 2x6, preferably 16 feet in length, with acceptable alternatives of 18 or 20 feet. Treatment must use one of six specified types at minimum concentrations: Micronized Copper Azole (MCA) at 0.060 pcf, Copper Azole CA-C at 0.060 or 0.015 pcf, Ammoniacal Copper Zinc Arsenate (ACZA) at 0.25 pcf, or Copper Naphthenate variants (CuN-W at 0.070 pcf or Cu8 at 0.020 pcf). All lumber must be suitable for structural and roofing support in tropical, humid, coastal, or corrosive environments with clear treatment documentation via product labels or manufacturer documentation. Contractors must provide pickup and delivery coordination notices, detailed packing lists with bills of lading, and product treatment documentation with each shipment; all packaging, transportation, freight charges, customs documentation if required, and palletizing are contractor-furnished. Contract period of performance is 48 hours from award. Evaluation uses Lowest Priced Technically Acceptable (LPTA) criteria across technical specifications, inventory availability and 48-hour delivery capability, and price reasonableness. Quoted prices must remain firm for 60 calendar days from receipt of offers.

The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing this urgent Request for Quotation (RFQ) for the purpose of procuring Pressure Treated Lumber to support the roofing mission in Rota following damage from Super Typhoon Bavi disaster declaration 4931-MP.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

The solicitation number 70FBR926Q00000036 is issued as a request for quotes (RFQ) for Pressured Treated Lumber to support the temporary roofing mission in Rota. 

This acquisition is small business set aside. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

FEMA intends to enter into multiple firm-fixed-price purchase order contract(s). The associated North American Industry Classification System (NAICS) code is 423310, Lumber, Plywood, Millwork, and Wood Panel Merchant Wholesalers, with a small business size standard in number of employees of 150.

Award(s) will be made to the responsible offeror(s) submitting a technically acceptable quotation with the lowest evaluated price, in accordance with the evaluation factors stated in this solicitation under Section M.

FEMA requests offerors' most competitive pricing for the services outlined in this solicitation. Offerors may include any applicable discounts or added value that their organization is able to provide.

The contract period of performance is 48 hours from the date of award.
