About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure 360 rolls of white pressure sensitive tape, specifically 2-inch wide by 60-yard long rolls manufactured by 3M (Part Number 361). The tape must meet stringent specifications including temperature resistance ranging from -65 to 450 degrees Fahrenheit, high adhesion to steel (38 oz./in. width), tensile strength of 146 lbs./in. width, and resistance to cold, heat, and solvents for use in hot work areas at Puget Sound Naval Shipyard. Contractors must provide products with a minimum of 85% shelf life remaining and comply with various federal requirements including NIST SP 800-171 cybersecurity standards, telecommunications equipment restrictions, and supply chain traceability documentation retention. To be considered responsive, bidders must submit a signed and completed solicitation via email to karl.lindley@dla.mil, ensuring compliance with clause 52.204-24 requirements. The proposal submission deadline is August 12, 2025, with quotes available through the SAM.gov website.

This procurement is designated as a set-aside for Service-Disabled Veteran-Owned Small Businesses, with the solicitation also targeting 8(a) certified businesses. The sole source justification identifies PLUSSTAR, INC. as the authorized dealer for the required 3M tape, indicating a potential incumbent relationship. The delivery is scheduled for the Puget Sound Naval Shipyard in Bremerton, Washington, with conflicting delivery dates noted in the documents (September 22, 2025 in the sole source justification versus November 14, 2025 in the main solicitation). The procurement falls under NAICS code 325520 for Adhesive Manufacturing and PSC code 7510 for Office Supplies. Each roll must be clearly marked with manufacturer and part number information, and the tape has been specifically approved for use in hot work areas requiring C/106 approval at the naval facility.
