The Defense Logistics Agency Land and Maritime is soliciting quotes for pressure sensitive tape through solicitation number SPMYM226Q5186. The government requires 288 rolls of white, 2-inch wide pressure sensitive tape manufactured by 3M (Part Number 361) with specific technical specifications including a temperature use range of -65 to 450 degrees Fahrenheit, silicone adhesive with high temperature resistance, strong adhesion characteristics, high tensile strength, and abrasion-resistant backing. Prospective contractors must submit complete and signed solicitations via email to karen.creswell@dla.mil by Sunday, December 11, 2025 at 7:00 AM to be considered responsive, with quotes to be provided on a firm fixed-price basis FOB Destination Bremerton, Washington. Contractors must also identify the manufacturer's name, address, and country of manufacturing, provide lead time and delivery dates, and comply with federal requirements including NIST SP 800-171 if applicable (though COTS items are exempt). The award will be made to the lowest-priced qualified bidder, with delivery required by February 27, 2026.
This solicitation is set aside exclusively for small businesses, with specific designation noted for women-owned small business (WOSB) status. The 3M pressure sensitive tape serves critical applications in hot work areas at Puget Sound Naval Shipyard, with PLUSSTAR, INC. identified as an authorized dealer; however, this remains an open competitive solicitation. The total contract value is expected to be under $150,000, making this a small acquisition. Delivery of all 288 rolls must be completed by February 27, 2026 to the Puget Sound Naval Shipyard in Bremerton, Washington 98314, with inspection and acceptance to be performed at the destination. Contractors must be prepared to provide unique item identification and comply with Defense Biometric Identification System (DBIDS) requirements for base access, with invoicing to be submitted electronically through Wide Area WorkFlow (WAWF).
