About this opportunity

Naval Sea Systems Command is conducting a sources sought for a Computer Numerical Control (CNC) pressed explosive lathe machine by October 1, 2026. This is a market survey only; no award will result from this synopsis, and the Government reserves the right to reject all input or pursue a different acquisition approach.

Naval Surface Warfare Center Indian Head (NSWC IHD) in Indian Head, Maryland requires an explosion-proof CNC lathe system designed to machine explosive chargers from energetic materials. The machine must comply with NEC Class I Division 1 Group D and Class II Division 1 Groups E, F, and G requirements under NFPA 70 Article 500, incorporating NEMA 7, NEMA 9, and NEMA 4X rated electrical equipment, dual vacuum clamping, and intrinsically safe controls capable of holding hazardous materials during operation.

The system includes three control stations: a Local Control Station adjacent to the machine, a control station 25 feet away, and a Remote Control Station approximately 600 feet away in a non-explosive-proof control house. Machine specifications require a minimum 20-inch swing over bed, 20-inch X-axis travel, 28-inch Z-axis travel, spindle speeds of 30 to 2,000 rpm, a minimum 10-horsepower main motor, positioning accuracy of 0.0001 inches, and a 30-inch-per-minute feedrate limit. The lathe must incorporate a Dynapath Delta 2000T CNC control system with laser verification of positioning accuracy before shipment.

Deliverables include Process and Instrumentation Drawings, system drawings, Bill of Materials, operation and maintenance manuals in digital and hardcopy formats, CAD files in Solidworks, inspection test reports, and preventative maintenance plans conforming to MIL-STD-1916. The contractor must perform on-site installation, training for eight Government personnel covering machine operation, maintenance, programming, and explosive safety features for a minimum of three full days, and provide a commercial-standard warranty beginning upon Government acceptance. All personnel entering the base must be U.S. citizens with proper identification.
