Update #2 · Latest ·
The U. S. Army RDECOM Contracting, Natick Contracting Division on behalf of the U.S. Navy Medicine Research and Development (R&D) has a requirement for a (Omnibus III) contract to provide personnel and process infrastructure that will facilitate Navy Medicines mission to conduct Research & Development (R&D) across its enterprise, including commands that the Navy reports to or supports (e.g., OASD-Health Affairs, JTF CapMed, etc.). In addition to providing personnel, materials, equipment, and facilities (non-construction (bonded), non-Government spaces), this requirement addresses process infrastructure (such as basic university research, vaccine development, clinical trials, or FDA IND application processing). The mission of Navy Medicine is to provide high quality, economical health care to beneficiaries in wartime and in peacetime. Highly trained Navy Medicine personnel deploy with Sailors and Marines worldwide, providing critical mission support aboard ship, in the air, and on the battlefield. Additionally, Navy Medicines military and civilian health care professionals are providing care for uniformed services family members and retirees at military treatment facilities around the globe. Facility clearance may be required. The contract will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) in which Task Orders may be issued and will be for a three year base period and a two year option period. The Government envisions task orders which include the following contract types: Firm-Fixed-Price and Cost-Plus-Fixed-Fee. The guarantee minimum is anticipated to be $2,500.00 for the length of each task order (base year only) and the cumulative total of all Task Orders awarded to all awardees will not exceed $497,000,000 over the life of the contract. The Government envisions that multiple awards will be made; however, it reserves the right to make no award or to make a single award, if in the best interest of the Government. If for any reason, there are no successful proposals, or only one successful proposal, the Government reserves the right to re-open the solicitation. There will be two lots, a Full and Open and a partial Small Business set-aside. NAICS Code 541712, Research and Development in the Physical, Engineering and Life Sciences (except biotechnology), applies with a small business size standard of 500 Employees. The Government currently estimates that proposals shall be due no later than 11:00 am on 15 October 2010. Any questions about this requirement must be submitted in writing to Lindsey Crockett at lindsey.crockett@us.army.mil. All proposals shall be sent to the address specified in the solicitation.
