About this opportunity
The National Assessment Governing Board at the U.S. Department of Education intends to issue a solicitation by July 10, 2020 for studies to review and potentially revise the Achievement Level Descriptions for the National Assessment of Educational Progress in mathematics, reading, and other subjects at grades 4, 8, and 12. The Achievement Level Descriptions for reading and mathematics were last set approximately 25 years ago and the National Academies of Sciences, Engineering and Medicine recently recommended that the Governing Board review and possibly revise the descriptions. Interested parties should monitor the website for the forthcoming solicitation.
There is no set-aside designated for this procurement. The Achievement Level Descriptions being reviewed are for the National Assessment of Educational Progress, which establishes what U.S. students should know and be able to do. Additional details on the scope and requirements of the studies will be included in the forthcoming solicitation. No incumbent is named and the award value and period of performance will be defined in the full solicitation.
Notice text
The National Assessment Governing Board (NAGB) at the U.S. Department of Education intends to issue a formal solicitation for this requirement no later than Friday, July 10, 2020. Interested vendors are advised to monitor this site for the solicitation, when issued.
The National Assessment of Educational Progress (NAEP) achievement levels for reading (grades 4, 8, and 12) and mathematics (grades 4 and 8) were set approximately 25 years ago, based on the 1990/1992 assessments (the mathematics grade 12 achievement levels were reset based on the 2005 assessment).
The National Academies of Sciences, Engineering and Medicine conducted an evaluation of the NAEP achievement levels and issued a report in November 2016. The report made a number of recommendations, one of which that the Governing Board review, and possibly revise, the Achievement Level Descriptions in reading and mathematics at all three grades. The planned work is being conducted pursuant to this recommendation.
Additional information on the Governing Board, and work on achievement levels can be found in the links below.
