About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), through its Western Acquisition Division, is seeking to procure 30,000 single-use needle-tag assemblages preloaded with government-furnished passive integrated transponder (PIT) tags. The procurement intends to award a firm-fixed price purchase order on a sole source basis to Biomark, LLC under FAR 12.102(a) and 41 U.S.C. 1901. Key requirements include compatibility with NOAA's existing Biomark hand-held injector equipment, delivery to Pomeroy, Washington (FOB Destination), and assemblies packaged in trays containing 100 units each. The government will evaluate responses based on whether potential competitors can fully meet the specified requirements, with the primary consideration being whether the procurement should proceed on a competitive basis or remain sole source. Firms interested in challenging the sole source determination must submit substantiating documentation or requests for additional information to Hannah Elwell, Contract Specialist, by the deadline of March 30, 2026.
This procurement carries no set-aside designation and is explicitly identified as being awarded to Biomark, LLC, the incumbent contractor currently providing PIT tag assemblies. The single source determination is justified based on equipment compatibility with 16 existing Biomark injector guns already in NOAA's possession, operational efficiency requirements for concurrent tagging operations with a Bonneville Power Administration-funded project, and the need to maintain analytical integrity for comparative statistical analyses of salmon survival rates. While no specific budget range is disclosed in the presolicitation notice, the contract involves 30,000 needle-tag assemblies (organized in 300 trays of 100 units each) with no competitive solicitation package currently available. Market research indicated that alternative vendors either lack capacity to meet the volume and timeline requirements or would necessitate purchasing entirely new tag systems and injector equipment incompatible with NOAA's existing infrastructure.
