About this opportunity
The U.S. Army Corps of Engineers, Sacramento District intends to solicit a Multiple Award Task Order Contract for Environmental Remediation Services with a concurrent funded seed task order, with the RFP anticipated on or about November 20, 2026. The set-aside is Partial Small Business: the Government intends to reserve four to six awards exclusively for qualified small businesses and one to three awards for unrestricted (large business) firms, and it reserves the right to award fewer. The target pool is approximately seven IDIQ contracts.
Scope covers Hazardous, Toxic, and Radioactive Waste (HTRW) remediation, Military Munitions Response Program (MMRP) actions, and emerging contaminant cleanup such as PFAS. The program ceiling is $230.5 million over a 5.5-year ordering period. Evaluation uses subjective best value tradeoff under FAR Part 15 and DoD Source Selection Procedures.
The seed project is the Carrington Island Precision Bombing Range Munitions Response Site (FUDS No. J08UT077701), covering investigation, excavation, and remediation of munitions and debris. The best-value offeror receives the initial firm-fixed-price task order concurrently with its basic MATOC, and remaining pool awardees receive a basic contract with a minimum guarantee of $2,500.00. The seed action is a hybrid construction and service procurement subject to Davis-Bacon Act heavy construction wage rates and Service Contract Labor Standards.
