About this opportunity

The Department of the Air Force Air Combat Command intends to solicit the L3HARRIS AN/PRC-167 Multi-Channel Manpack radio system and supplemental equipment by September 22, 2026, as a brand name requirement, and is open to authorized L3HARRIS resellers meeting or exceeding specified performance. The 1st Airborne Command Control Squadron at Offutt Air Force Base, Nebraska, requires one complete radio package to improve communications with E-4B aircraft and the 595th Aircraft Maintenance Squadron during ground and in-flight operations. The system must transmit and receive across VHF-LO, VHF-HI, and UHF bands (30–512 MHz), support Line-of-Sight and SATCOM capability utilizing VULOS and MUOS waveforms, enable secure communications up to TOP SECRET classification, and support voice and data transmission with RoIP capability. Associated equipment includes one VHF/UHF Line-of-Sight antenna, one MUOS-capable antenna, one SATCOM antenna, support masts for roof installation on large office buildings, four lithium-ion batteries per radio, one 2-bay charging station, one battery eliminator, one speaker box per radio, coaxial cable, and speaker wire. Installation of all equipment on and within Building 500 at Offutt Air Force Base is contractor responsibility. The procurement is classified under NAICS 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) and PSC 5820 (Radio and Television Communication Equipment, Except Airborne). No set-aside applies. Joshua A. Connelly serves as the contracting officer.

SECTION 4: DESCRIPTION OF REQUIREMENT & STATUTORY NOTICES

=========================================================================

RFO 5.101(c)(4)(i) Description of Supplies/Services:

The Government requires the L3HARRIS AN/PRC-167 Multi-Channel Manpack (Part Number/Nomenclature: AN/PRC-167, RT-2096) and supplemental equipment listed in the Statement of Need. The Government is looking for a product that meets or exceeds this item’s specifications or additional vendors that are authorized resellers of L3HARRIS to sell this product. Please see attached Statement of Need for a full list of specifications as required by the Government to meet its needs.

RFO 5.101(c)(4)(ii) Award Procedures and Anticipated Award Date:

This proposed contract action will be awarded utilizing RFO Part 13 Simplified Procedures for Noncommercial Acquisitions with an anticipated award date on or before 30 September 2026.

RFO 5.101(c)(4)(iii) Trade Agreements:

This end product is not subject to trade agreements in accordance with R-DFARS 225.401-70 “End products subject to trade agreements” as its PSG 58 code is not listed.

RFO 5.101(c)(4)(iv) Technical Data Availability:

Government technical data is not available and will not be furnished with the solicitation.

RFO 5.101(c)(4)(v) Construction Equitable Adjustments:

Not Applicable

RFO 5.101(c)(4)(vi) Consideration of All Responsible Sources:

All responsible sources may submit a quotation if a future solicitation is posted, which shall be considered by the agency. To be considered a responsible source, prospective offerors must provide the following requirements:

  1. OEM Authorization (if non-OEM): Non-manufacturing offerors must provide written certification of status as an Authorized L3Harris Reseller/Distributor with direct access to OEM technical support and factory warranties.

RFO 5.101(c)(4)(vii) Noncompetitive Source & Lack of Competition:

The intended source if no authorized resellers are found for this noncompetitive contract action is:

Contractor Legal Name: L3HARRIS TECHNOLOGIES, INC

Address: 1680 UNIVERSITY AVE, ROCHESTER, NY 14610 USA

UEI: LB5KVANFKPY7

CAGE CODE: 14304.

Competition is lacking because the L3HARRIS AN/PRC-167 Multi-Channel Manpack is unique in its ability to provide two (2) transceivers in the same form-factor as the more commonly used AN/PRC-117G, while also being expandable with additional modules that can support future requirements, notably Radio over IP (RolP) and potentially MANET. The capability to transmit and receive on two (2) channels at the same time supports our mission as the Government will be able to communicate with the aircraft on both Line-of-Sight and SATCOM at once. Alternatively, the Government can simultaneously maintain communications with both the aircraft and the 595 AMXS, the 95th Wing Operations Center (WOC), or other entities as the mission dictates. The radio's native ability to use VHF & UHF Line-of-Sight (VULOS) and SATCOM meets current requirements. The ability to expand these capabilities, as mentioned earlier, makes this radio unique, and helps future-proof the system to provide an effective solution that will last for many years.

RFO 5.101(c)(4)(viii) Qualification Requirements:

N/A

=========================================================================

SECTION 5: TIMING & SUBMISSION INSTRUCTIONS
