About this opportunity

The United States Probation and Pretrial Services Office for the District of Utah is seeking treatment services for federal defendants and persons under supervision through Blanket Purchase Agreements. The Administrative Office of the U.S. Courts will procure comprehensive services including urine testing, case management, assessments, counseling, polygraph examinations, medical services, and residential placement. Interested offerors must demonstrate their ability to provide services within the specified catchment area, employ qualified professionals, and offer competitive pricing comparable to their most favored customer rates. Potential contractors are required to submit a letter of interest via email to utpml_treatmentcontracts@utp.uscourts.gov, including their contact information. The Request for Proposals (RFP) will be posted on the agency's website (www.utp.uscourts.gov) on or after June 15, with responses due by July 31, 2025.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The proposed agreement will cover a five-year period from October 1, 2026, through September 30, 2031, with a potential unilateral extension by the government for an additional four years at four twelve-month intervals. The contract falls under the Testing Laboratories and Services NAICS category (54138) and the Social Services PSC category (G099). While specific award values are not disclosed, the comprehensive nature of services suggests a substantial contract scope encompassing multiple treatment modalities. Contractors will be evaluated on their ability to provide a wide range of services, including substance use counseling, mental health support, detoxification, and related treatment interventions for federal defendants.
