The Department of the Navy Naval Supply Systems Command is soliciting proposals for preservation and painting work on the AFT Advanced Enclosure Mast/Sensor (AEM/S) Mast aboard the USS NEW ORLEANS (LPD-18), with proposals due September 2, 2026.
Award eligibility is restricted to firms holding a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region with U.S. Navy NAVSUP FLCY. Place of performance is Sasebo, Nagasaki, Japan. The work comprises abrasive blast cleaning, hand tool cleaning, fastener encapsulation with polysulfide sealant, joint sealing with marine adhesive, and three-coat systems (primer, stripe, and topcoat) using specified Amercoat products conforming to ASTM F-718 standards across approximately 7,200 square feet of exterior composite surfaces and 410 square feet of metallic surfaces. The performance period runs from October 22, 2026 through January 30, 2027, with anticipated award on September 13, 2026. Production completion is required by December 14, 2026.
The procurement is issued under the existing Master Agreement for Repair and Alteration of Vessels (MARV) framework as a firm-fixed-price job order. Pricing must be submitted in Japanese Yen using the FY26 exchange rate of 150.4415 JPY per USD. Evaluation criteria weight technical acceptability (labor hours, schedule feasibility, and management approach), past performance on similar U.S. Government or Japanese Government contracts within the past three years, and price reasonableness. Compliance requirements include 29 CFR 1915 shipyard safety standards, consumption tax exemption documentation, and crane and rigging equipment certifications per NAVSUPFLCYINST 4200.9. Contractor personnel must be DoD Common Access Card (CAC)-eligible and meet background investigation standards for federally-controlled facility access.
