About this opportunity

The Library of Congress announced a sole-source contract award to MirrorWeb for web harvesting and preservation services, with a June 26, 2026 protest deadline and an estimated contract value up to $900,000 for the period July 1 through December 31, 2026. This is an other-than-full-and-open-competition procurement under FAR 6.302-1, justified on the basis of unusual and compelling urgency and MirrorWeb's unique incumbent status. No written solicitation will be issued; this notice constitutes the only public notice and accomplishes both synopsis and advance posting of the approved Justification and Approval.

The Library requires systematic harvesting of web content based on staff instructions, temporary access to captured content for quality review with crawl reports, and transfer of content to the Library for preservation and public access. The contract covers 325 terabytes of data across 24 weekly crawls, 6 monthly crawls, 3 extended crawls, and 24 election-focused crawls dedicated to 2026 U.S. Elections content. MirrorWeb is the sole responsible source currently onboarded with established infrastructure and cleared security protocols capable of immediate performance on July 1, 2026, when the incumbent's final tasks close. The contracting officer determined pricing fair and reasonable based on MirrorWeb's below-market rates from the original FY21 competitive award under prior contracts LCLSM21D0015 and LGD26T0002. The award is below the simplified acquisition threshold.
