About this opportunity

The Department of the Interior's Fish and Wildlife Service has issued a Special Notice announcing its intent to award a sole source contract for predator control services at the Attwater Prairie Chicken National Wildlife Refuge (NWR). The contract will be awarded to Texas Wildlife Damage Management Service (TWDMS) under Federal Acquisition Regulation (FAR) 6.302-1, which allows for sole source procurement when only one responsible source can fulfill the requirement. The notice specifically pertains to hunting and trapping services aimed at controlling predators that threaten the survival of the Attwaters Prairie Chicken. The contract falls under the North American Industry Classification System (NAICS) code 114210 for Animal Trapping. The special notice was posted on February 25, 2025, with a response deadline of March 11, 2025.

The primary objective of this contract is to control and remove both avian and mammalian predators that endanger the Attwaters Prairie Chicken population. While the notice is a sole source intent, it provides an opportunity for other interested parties to submit a statement of capabilities if they believe they can competitively meet the requirement. Any capability statements must be submitted via PDF email to jeremy_riva@fws.gov, with clear evidence demonstrating potential advantages to government competition. Respondents should be aware that all costs associated with preparing and submitting documentation are their sole responsibility and will not be reimbursed. TWDMS was selected due to possessing unique equipment, expertise, and necessary permits for conducting predator control safely and effectively on federal lands. The notice emphasizes that it does not constitute a formal solicitation, but offers a pathway for potential alternative contractors to present their qualifications.
