Update #1 ·
This notice is related to a Sources Sought Notices, NIH-NICHD-2019-09, released on February 1, 2019. This acquisition is a full and open competition. This notice is issued on behalf of the National Institute on Alcohol Abuse and Alcoholism (NIAAA) by the National Institute of Child Health and Human Development (NICHD), Office of Acquisitions, NIH, DHHS. This is a Presolicitation Notice in advance of the Request for Proposals (RFP). The Government is not committed to award a contract pursuant to this announcement.
The RFP NIH-NICHD-2019-09, detailing the specifics of the project, as well as information pertinent to the development of an Offeror's proposal, will be available electronically within approximately 15 calendar days of this notice and may be accessed through the internet on the Federal Business Opportunities website: http://www.fedbizopps.gov. No paper solicitation is available. Potential Offerors are responsible for downloading the solicitation and for routinely checking the site for any solicitation amendments issued by the Government. Proposals will be due on or about June 21, 2019. It is anticipated that a single cost-reimbursement contract award will be made for a 12-month base contract with four (4) option periods beginning on or about September 16, 2019.
This is a Research and Development (R & D) contract requirement entitled, "Preclinical Medications Screening in Alcohol Preferring Rats". This is NOT a NIH grant opportunity.
The NIAAA seeks a contractor to address the present and anticipated future needs of NIAAA's Medications Development Program for the blind efficacy testing of reference compounds, compounds of interest and proprietary compounds supplied to NIAAA from industry suppliers on voluntary alcohol drinking by alcohol preferring P and HAD1 rats. The Division of Neuroscience and Behavior's (DNB) Preclinical Medication Efficacy Testing Program seeks to support this effort and to implement the testing capacity of up to five (5) compounds per year over the next five (5) years using mechanisms having intellectual property conditions favorable to compound providers when acquiring compounds from industry. This will eliminate a major barrier to testing optimized compounds and will stimulate interest by the pharmaceutical industry in developing high quality, marketable compounds for alcoholism. The data generated will be used in the identification of compounds for further development.
It is anticipated that the effort to be supported will require an estimated 7,904 hours of effort in the base year and 31,616 for four (4) option periods. All qualified organizations are encouraged to respond with a contract proposal.
