About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is seeking a contractor to perform inspection and overhaul services for CH-47 T-55 Aircraft Turbine Engines. The procurement will be a five-year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum requirement of 12 engines and a maximum of 408 engines, which includes 68 engines for Foreign Military Sales. Currently, only two sources are approved to perform this critical work: Honeywell International, Inc. and Columbia Helicopters, Inc. This T-55 Engine is classified as a Critical Safety Item (CSI) and can only be overhauled by approved sources, with contractors encouraged to seek Source Approval Request (SAR) through specific Army procedures. The solicitation is currently unfunded, and award will be withheld pending receipt of sufficient funds, with an estimated closing date of December 18, 2024.

The contract opportunity is not set aside for any specific business category and is open to all responsible sources. The procurement covers NAICS Category 336412 for Aircraft Engine and Engine Parts Manufacturing, with a Product Service Code of 2840 for Gas Turbines and Jet Engines. The engine overhaul involves NSN 2840-01-458-5361 and Part Number 2-001-020-39, with technical data available but restricted to approved sources. Interested contractors must submit solicitation requests via email to susan.m.bryan.civ@army.mil, and the government has cited authority under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2) for limiting sources. The precise award value is not specified, but the maximum quantity of 408 engines suggests a potentially significant contract value for the selected contractor(s).
