About this opportunity
Summary of Pre-Solicitation Notice:
The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) plans to issue a NASA Research Announcement (NRA) to support research on the use of V-Band relay networks to transmit large volumes of science and Earth remote sensing data to users with low latency. The contractor shall conduct a small satellite-based flight demonstration of a V-Band cross-link capability, conduct experiments to characterize the performance of the V-Band cross-link, and provide opportunities for academic institutions to perform space-communication experiments using the V-Band cross-link. Key milestones include a Mission Concept Review, Mission Design Review, Characterization and Experiment Plan Review, Launch and Operational Readiness Review, Post Launch Review, and Closeout Review. Potential offerors must submit questions electronically to the Contracting Officer by June 21, 2024, and the anticipated solicitation release date is on or about June 28, 2024 with an offer due date of on or about August 16, 2024.

Notice text
NASA Glenn Research Center (GRC) plans to issue a NASA Research Announcement (NRA) to support research on the use of V-Band relay networks to transmit large volumes of science and Earth remote sensing data to users with low latency.
Scientific and Earth remote sensing missions are primary users of Earth-proximity space-relay communication services. These missions support several vital capabilities including but not limited to climate monitoring, resource management, oceanography, and disaster response.
As sensing technologies develop, the data volume needs for remote sensing missions are drastically increasing. Likewise, the need for scientists to receive data in near-real-time is also increasing. These two key factors may require the development of high-speed, low-latency communication systems.
The Government does not intend to acquire a commercial item using FAR Part 12.
This acquisition is a total small business set-aside.
The NAICS Code and Size Standard are 541715 and 1,000 employees, respectively.
The anticipated release date of the NRAis on or about 6/28/2024 with an anticipated offer due date of on or about 08/16/2024.
All responsible sources may submit an offer which shall be considered by the agency.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
If a solicitation is released, then it and any additional documents will be available on www.Sam.gov.
It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
Attached is a DRAFT version of the Small Satellite Cross-Link Systems Statement of Objecitves (SOO). Updates to this document may occur if and when a final NRA is released.
Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to the Contracting Officer at tyler.r.braden@nasa.gov not later than June 21, 2024 at 12:00 pm ET. Telephone questions will not be accepted.
