About this opportunity

The Department of the Army, through Army Contracting Command-Detroit Arsenal (ACC-DTA), intends to procure 37 Embedded Diagnostics (ED) units, which are diagnostic subsystems for the Assault Breacher Vehicle (ABV), a military mine and explosives-clearing vehicle based on the M1A1 Abrams chassis. The ED kit integrates software-based diagnostic capabilities into the ABV to quickly identify and isolate faults while minimizing the need for carry-on test equipment. This procurement will be conducted as a sole-source, firm-fixed-price, five-year requirements contract justified under Federal Acquisition Regulation (FAR) 6.103-1(c)(2)(i) due to only one responsible source being capable of fulfilling requirements. The Government has indicated its intention to award to Diagnostics/Retrieval Systems Network and Imaging Systems, Inc. (DRS-NIS) of Melbourne, Florida, with production at their Huntsville, Alabama facility. The due date for capability statements or proposals from any responsible sources is May 15, 2026, although the Government explicitly states this is a pre-solicitation notice for informational purposes only and intends to award on a sole-source basis regardless of responses received.

This procurement carries no set-aside designation and the Government intends to contract directly with DRS-NIS (CAGE Code: 32865), the incumbent contractor for this subsystem. The contract will cover the manufacture of 37 ED units over a five-year period under a requirements contract structure, though specific budget values are not disclosed in this notice. The pre-solicitation synopsis was posted on April 30, 2026, providing advance notice to the marketplace as required by FAR regulations, with the understanding that all responsible sources may submit capability statements or proposals for consideration, though the ultimate award decision remains predetermined pending contract negotiation completion.
