About this opportunity
The Department of Homeland Security Office of Procurement Operations has issued a special notice announcing its intent to extend an existing contract for protective security officer (PSO) services in Virginia on a sole source basis. The Federal Protective Service Acquisitions Division plans to extend contract 70RFP319DE3000002 with Paragon Systems, Inc., located in Herndon, Virginia, for up to seven months. This extension would cover the period from October 1, 2025, through April 30, 2026, maintaining continuous protective security services throughout the state. The notice falls under NAICS code 561612 for Security Guards and Patrol Services, with a small business size standard of $29 million. The agency has determined that only one responsible source can satisfy their requirements under the authority of 41 U.S.C. 3304(a)(1).
The primary purpose of this sole source extension is to provide uninterrupted protective security officer services while allowing sufficient time to properly solicit, award, and transition to a follow-on contract. The notice establishes a due date of September 27, 2025, though this appears to be for informational purposes as no competitive proposals are being requested. Contractors should understand that this is not a request for competitive proposals and no Request for Proposal will be issued. The government intends to negotiate directly with Paragon Systems, Inc. under FAR 6.302-1 authority, citing that only one responsible source can meet agency requirements. Following the contract award, a Justification for Other Than Full and Open Competition will be posted to sam.gov to provide transparency regarding the sole source decision.
