About this opportunity

The U.S. Army Corps of Engineers Louisville District is seeking Architect-Engineer services through a Multiple Award Task Order Contract (MATOC) to support the USACE Risk Management Center, Dam Safety Modification Center, and Levee Safety Center. The services will focus on dam and levee safety engineering and design projects throughout the United States and its territories, including geotechnical engineering, hydraulic engineering, risk analysis, technical reviews, site characterization studies, engineering evaluations, and related technical support activities. Firms must demonstrate specialized experience in dam and levee safety engineering, professional qualifications, capacity to perform work, past performance, geographic knowledge, and quality management systems. The evaluation will assess these criteria along with small business participation to select qualified contractors for the umbrella contract pool. The pre-solicitation notice has undergone multiple amendments, with the most current information available through the July 31, 2025 SAM.gov posting, and responses are due by August 8, 2025.

This procurement does not utilize any set-aside designations and will establish a pool of nine firms total, consisting of five unrestricted contractors and four small business contractors. The contract structure is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) arrangement with a total combined contract capacity of $75,000,000 over a five-year period of performance. Individual task orders will range from $10,000 to $7,500,000 and will be awarded on a firm-fixed-price basis through competitive evaluation among the selected pool members. The estimated contract start date is December 2025, with the possibility that some task orders may extend beyond the initial five-year ordering period. Interested firms must submit comprehensive proposals using Standard Form 330 (SF330) through the DOD SAFE electronic file sharing system, with a maximum page limit of 200 pages as established in Amendment 0002.
