About this opportunity
The Air Force Test Center Contracting Directorate at Edwards Air Force Base intends to award a sole-source, firm-fixed-price contract to Driven Technologies Inc. for an F-35 cockpit upgrade, with a response deadline of June 25, 2026. This is a sole-source procurement under 10 U.S.C. 3204(a)(1), not subject to full and open competition.
The cockpit upgrade comprises cockpit structure, internals, communication displays and panels, pedals, aerostronics panoramic cockpit display, and two F-35 Panoramic Center Displays (PCD) with 8x20 viewing area, 2560x1024 image resolution (1280x1024 per slide). Work will be performed at Edwards AFB.
The current F-35 cockpit architecture (TR-2) has reached maximum computational capacity; the upgrade enables transition to the TR-3 modernization suite to support Block 4 capabilities. The new cockpit is a high-fidelity design tailored for the Integrated Flight Avionics Systems Testbed (IFAST) mission under the 445th Test Squadron, replacing a legacy low-fidelity demonstrator and PVC-pipe-based Precision Measurement Equipment Laboratory/Instructional cockpit (PMIC) that no longer adequately supports training and mission rehearsals. The Air Force cites Diminishing Manufacturing Sources and Material Shortages (DMSMS) affecting legacy parts, replacement lead times exceeding 12 months, and hardware degradation risks to operational readiness. Market research was limited to evaluating Driven Technologies' capabilities and pricing. The justification asserts that introducing an alternative vendor would double baseline costs due to design development from scratch and cause unacceptable mission delays. Vendors believing they can meet requirements should submit a complete technical package with clear and convincing evidence of capability, including any commercial contract special requirements (financing, warranty, delivery). NAICS code 336413 applies; small business size standard is 1,250 employees.
