About this opportunity

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has issued a special notice for a pre-solicitation conference regarding the outfitting and installation of Land Based Engineering Site (LBES) Test Sites at the Philadelphia Navy Yard. The conference is scheduled for November 5, 2025, from 9:00 AM to 11:00 AM EST at Building 77L, Room 306, with check-in beginning at 8:30 AM. This notice falls under the Department of the Navy Naval Sea Systems Command and is classified under Engineering Services (NAICS 541330). The notice represents an upcoming federal contracting opportunity with no set-aside designation. Free parking will be available for registered attendees, and a parking map will be provided.

The primary purpose of this conference is to inform industry partners about NSWCPD's FY28 and beyond requirements for LBES test site projects and to discuss potential acquisition strategies. Contractors will learn about the scope of upcoming projects that require support in areas including test site removal, relocation, fabrication, assembly, heavy transport, outfitting, and mechanical/electrical integration. The event will feature a tour of areas in Building 77H being considered for test sites and provide networking opportunities with government representatives. The LBES test sites support full-scale propulsion and power plant testing for U.S. Navy ships, encompassing electrical power systems up to 50MW and 13.8KV, various turbine engines and generators, shipboard propulsion motors, control networks, and machinery systems. While the notice does not specify particular eligibility criteria, it is open to interested contractors seeking to understand and potentially participate in these future contracting opportunities.
