About this opportunity

The Department of Homeland Security Office of Procurement Operations intends to issue a sole source six-month contract extension for Protective Security Officer (PSO) services in Southern New Jersey. The extension will cover services through November 30, 2025, for areas excluding several specific counties. The Federal Protective Service Acquisitions Division (FPSAD) will negotiate this extension directly with the incumbent contractor, CDA, Inc. (DBA MaxSent), using the authority of 41 U.S.C. 3304(a)(1) which allows for procurement from a single source when no other service can satisfy agency requirements. The current contract (70RFP319DE3000001) is set to expire on May 31, 2025, and this extension will provide time to award and transition the follow-on service contract. The pre-solicitation notice was posted on May 9, 2025, with a response deadline of May 19, 2025.

The contract opportunity is not designated with any specific set-aside status and falls under the North American Industry Classification System (NAICS) code 561612 for Security Guards and Patrol Services, with a small business size standard of $29 million. The incumbent contractor, MaxSent, located in Annapolis, Maryland, will continue to provide the security services during this extension period. No competitive proposals will be solicited, and a Justification for Other Than Full and Open Competition will be posted to Sam.gov following the award. The procurement is classified under Product Service Code (PSC) S206-P for Housekeeping-Guard services. This sole source extension represents a strategic approach to maintaining continuous protective security coverage while preparing for a comprehensive follow-on contract procurement.
