About this opportunity
The Department of Homeland Security Office of Procurement Operations has issued a Special Notice announcing its intent to extend an existing contract for Protective Security Officer (PSO) services in the West Virginia Panhandle. The Federal Protective Service Acquisitions Division plans to issue a sole source extension to Universal Protection Service, Limited Partnership (doing business as Allied Universal Security Services) for their current contract 70RFP318DE3000003. The extension will cover a four-month period from October 1, 2025, through January 31, 2026, continuing services that would otherwise expire on September 30, 2025. This notice was posted on September 12, 2025, and falls under NAICS code 561612 for Security Guards and Patrol Services with a small business size standard of $29 million.
The primary purpose of this extension is to provide continuity of essential security services while allowing sufficient time to award and transition to a follow-on contract for these critical protective services. The government intends to proceed on a sole source basis under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, citing that only one responsible source can satisfy the agency's requirements. This is not a competitive solicitation, and no Request for Proposals will be issued to other contractors. The notice specifically states that interested parties have until September 19, 2025, to respond, though this appears to be for informational purposes rather than competitive bidding. A Justification for Other Than Full and Open Competition will be posted to SAM.gov following the contract award to document the sole source determination.
