About this opportunity
The United States Air Forces in Europe - Air Forces Africa, operating under the Department of the Air Force, is soliciting custodial services for Incirlik Air Base, with additional locations in Izmir and Ankara, Turkey. The 39th Civil Engineer Squadron requires a contractor to provide management, tools, equipment, and labor to maintain satisfactory facility conditions and ensure clean, professional appearances across all designated locations. At the time of formal RFQ issuance, only proposals from SAM-registered Turkish firms will be evaluated, as this requirement is subject to the Defense and Economic Cooperation Agreement dated August 1982. The government is hosting a pre-RFQ site visit on April 29, 2026, at 1:30 PM Adana Local Time at Building 485 (39 Contracting Squadron) for contractors who previously submitted affirmative responses to the initial SAM notice. Photography and videography are strictly prohibited at the site visit unless authorized by the Contracting Officer, and personal electronic devices may be restricted in certain areas.
This opportunity carries no set-aside designation and is categorized under Janitorial Services (NAICS 561720) and Housekeeping-Custodial Janitorial services (PSC S201). The anticipated period of performance runs from January 28, 2027, through January 27, 2028, with four option years available for contract extension. No specific budget range or award value has been disclosed in this pre-solicitation notice. The site visit is limited to pre-registered contractors only, and no new attendee requests will be processed at this time. While this notice does not constitute a formal RFQ and the government accepts no liability for attendee costs, it serves as critical preparation for prospective Turkish contractors preparing to submit proposals upon official RFQ release.
