About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base has issued a Special Notice (ID: 67541841648b49cc8334e2963179c029) regarding a pre-award synopsis for an MC-130J Weather Radar upgrade. The notice specifically addresses a sole source procurement opportunity with Northrop Grumman Corporation (NGC) for radar system modifications. Classified under the Aircraft Manufacturing NAICS category (336411) and focused on Airborne Radar Equipment, this special notice was posted on April 8, 2025, with a response deadline of May 9, 2025. The procurement is associated with the Department of Defense and involves specialized radar system maintenance and upgrade capabilities.
The primary objective of this special notice is to highlight NGC's exclusive capability to upgrade and certify the APN-241 radar system for MC-130J aircraft. NGC is positioned as the original equipment manufacturer (OEM) with proprietary access to critical test fixtures, equipment, and certification processes necessary for radar system modifications. Contractors are effectively precluded from competing due to NGC's unique qualifications, including exclusive access to proprietary data and the only authorized pathway for system repair and airworthiness certification. The opportunity is not set aside for any specific type of business, and interested parties should note the strict limitations on potential contractors. NGC's singular qualification stems from its comprehensive understanding of the APN-241 system, including its ability to perform full repairs, access specialized test equipment, and provide the required certification processes for radar system upgrades.
