About this opportunity
The Federal Aviation Administration (FAA) has issued a Special Notice announcing its intent to extend the GEO 7 Task Order 2 with Leidos, Inc. on a single source basis. The extension pertains to the Wide Area Augmentation System (WAAS) Geostationary Earth Orbit (GEO) satellite and Ground Uplink Station (GUS) lease services. Located in Reston, VA, Leidos, Inc. is currently the sole provider of these satellite and ground station services. The FAA will extend the current contract by up to an additional 5 years through Phase 3 of the existing task order. The Special Notice follows the FAA Acquisition Management System (AMS) Procurement Guidance, which requires informing industry about the rationale for selecting a single source contractor.
The primary purpose of this Special Notice is to inform the industry about the FAA's decision to exclusively contract with Leidos, Inc. for continued WAAS satellite and ground station services. Leidos is deemed the only capable source due to its existing satellite payload, unique ground station design, and approved processes that meet WAAS requirements. The notice emphasizes that this is an informational announcement and not a solicitation or request for proposals. The contract extension is not available for full and open competition and will be directly awarded to Leidos, Inc. The notice covers the NAICS category of Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing (NAICS 334511) and the PSC category of Space Vehicle Components (PSC 1675). The posting date is June 3, 2025, with a due date of June 5, 2025, though no competitive bidding is expected.
Notice text
The Federal Aviation Administration (FAA) intends to extend, on a single source basis, GEO 7 Task Order 2 by up to an additional 5-years, if all options are exercised, with Leidos, Inc. located in Reston, VA.
The FAA intends to extend Phase 3 of GEO 7 Task Order 2, which consists of GEO satellite and Ground Uplink Station (GUS) lease services, by up to 5 additional years. This extension will utilize single source procedures.
In accordance with FAA Acquisition Management System (AMS) Procurement Guidance T3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a single source when it is determined to be in the best interest of the FAA. Leidos, Inc. is the only source capable of meeting the FAA's requirement of extending the GEO 7 satellite and GUS leases as they are the current provider of the GEO 7 satellite and GUS leases under Task Order 2 and there are no other satellite payloads on orbit which can support the WAAS requirements of maintaining a three GEO constellation. Additionally, Leidos has an existing GUS site design, processes, and tools approved to meet WAAS requirements under this current task order.
This announcement is for informational purposes only and is not a Solicitation/Screening for Information Request/Request for Proposal. This extension will be awarded to Leidos, Inc. and is not available for full and open competition.
Note: FAR references cited in SAM.gov are not applicable to the FAA as the FAA has its own policies and guidance referenced in the FAA AMS.
