About this opportunity

The Federal Aviation Administration published a pre-award notice announcing its intent to extend an existing single source contract with Collins Aerospace for the Wide Area Augmentation System (WAAS) Geostationary Earth Orbit (GEO) 5/6 lease extension. The notice was posted on September 17, 2025, with a due date of September 22, 2025. The FAA plans to extend contract DTFAWA-12-C-00061 with Collins Aerospace in Fullerton, California, for up to an additional five years if all options are exercised. The extension specifically covers Phase 3 Operations and Maintenance of both GEO 5 and GEO 6 satellites, including GEO satellite payload and GEO Uplink Subsystem lease services, maintenance, and operations support. This contract falls under the NAICS category for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

The purpose of this notice is to inform the industry that the FAA has determined it is in the government's best interest to proceed with single source contracting procedures rather than competitive bidding. The FAA justifies this approach by stating that Collins Aerospace is the only source capable of meeting the requirement to extend the GEO 5 and 6 satellite payload and GUST leases, as they are the current provider under the existing contract. No other contractors are eligible to participate because there are no alternative satellite payloads in orbit with the necessary infrastructure to support WAAS requirements for maintaining a three-GEO constellation. Collins Aerospace possesses the existing GUST site design, processes, and tools that have been approved to meet WAAS requirements under the current contract. The notice emphasizes that this is purely informational and not a solicitation, request for proposal, or screening for information, as the extension will be awarded directly to Collins Aerospace without open competition.

Notice text

The Federal Aviation Administration (FAA) intends to extend the period of performance, on a single source basis, of contract DTFAWA-12-C-00061 with Collins Aerospace located in Fullerton, CA. This extension is up to an additional 5 years if all options are exercised.

The FAA intends to extend Phase 3: Operations and Maintenance (O&M) of both GEO 5 and GEO 6, which consists of GEO satellite payload (GSP) and GEO Uplink Subsystem (GUST) lease services, maintenance, and operations support, by up to 5 additional years. This extension will utilize single source procedures.

In accordance with FAA Acquisition Management System (AMS) Procurement Guidance T3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a single source when it is determined to be in the best interest of the FAA. Collins Aerospace is the only source capable of meeting the FAA's requirement of extending the GEO 5 and 6 satellite payload and GUST leases as they are the current provider of the GEO 5 and 6 satellite payload and GUST leases under this contract. There are no other satellite payloads on orbit with the available infrastructure that can support the WAAS requirements of maintaining a three GEO constellation. Additionally, Collins Aerospace has an existing GUST site design, processes, and tools approved to meet WAAS requirements under this current contract.

This announcement is for informational purposes only and is not a Solicitation/Screening for Information Request/Request for Proposal. This extension will be awarded to Collins Aerospace and is not available for full and open competition.

Note: FAR references cited in SAM.gov are not applicable to the FAA as the FAA has its own policies and guidance referenced in the AMS.
