About this opportunity
The Department of Homeland Security's Customs and Border Protection is procuring Pre-Assembled Cold Stress Kits for the United States Border Patrol through this solicitation. The procurement specifically requires 1,024 Best Glide ASE Cold Weather Survival Kits and 1,024 Gerber Ultimate Survival Knives, which will be distributed across four northern border sectors: Grand Forks, Houlton, Spokane, and Swanton. These kits are designed to help Border Patrol agents mitigate cold stress risks and provide emergency survival support, containing items such as survival blankets, emergency bivvy bags, stormproof matches, folding saws, body warmers, paracord, fire starters, survival whistles, and signal mirrors. Offerors must submit two separate quotation documents by September 26, 2025, at 3:30 PM MST: one covering price and delivery, and another providing technical qualifications including the offeror's ability to satisfy the statement of work and prior experience. The government intends to evaluate quotations and award without discussions, though reserves the right to conduct discussions if necessary, with quotations requiring compliance with various federal regulations including Buy America Act requirements.
This procurement is designated as a total small business set-aside under NAICS code 339920 (Sporting and Athletic Goods Manufacturing) with a size standard of 750 employees. No incumbent contractors are specifically mentioned in the solicitation materials. While specific award values are not disclosed, the procurement involves supplying over 2,000 individual items (1,024 survival kits plus 1,024 knives) for a substantial federal law enforcement operation. Delivery is required by December 30, 2025, providing contractors with approximately three months to fulfill the order once awarded. The place of performance is listed as Washington, DC, though the equipment will ultimately be distributed to Border Patrol sectors along the northern U.S. border for operational use by agents working in cold weather conditions.
