About this opportunity

The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), a component of the Department of the Navy Naval Sea Systems Command, is soliciting quotations for 120 Hesco ballistic plates (60 pairs) in Large Small Arms Protective Insert configuration under Request for Quotation (RFQ) No. N0017426Q1012. This procurement is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation Subpart 12.6 and will be awarded as a firm-fixed-price purchase order using Simplified Acquisition Procedures. The evaluation will prioritize non-cost factors—specifically Technical Capabilities, Past Performance, and Price in descending order of equal importance—with offerors requiring an "Acceptable" technical rating and better than "Limited Confidence" in past performance to be eligible for award. The equipment must meet or exceed U.S. Military and National Institute of Justice (NIJ) performance standards. The offer due date is January 7, 2026, with market research having been completed in November 2025.

This solicitation is designated as a Total Small Business Set-Aside with a NAICS code of 339999 (All Other Miscellaneous Manufacturing) and a business size standard of 550 employees. The requirement specifically calls for Hesco brand ballistic plates, part number HG-3810B-MC-SH-S (a replacement for the discontinued HG-3810LPS-SA-LG), as mandated by the Armed Forces of Tunisia within a signed Letter of Agreement for this Foreign Military Sales (FMS) case. The delivery period is 150 calendar days from the date of award, with items to be delivered FOB Destination to NSWC IHEODTD in Indian Head, Maryland, in support of the FMS Tunisia Force Protection Branch (Case PB-P-LDZ). The government emphasized that delay in procurement will negatively impact the Tunisia Armed Forces mission and could result in loss of life or severe injury, indicating the urgent nature of this requirement.
