About this opportunity

The Department of the Army Corps of Engineers Engineering District Seattle is seeking a comprehensive oil skimmer system for the Chief Joseph Dam in Bridgeport, WA. The procurement involves a complete vertical tube-type oil skimmer with an integrated decanter and stainless steel collection tank designed to replace an existing unreliable system. The system must be capable of recovering 65-100 gallons of oil per hour from a drainage sump with fluctuating water levels ranging from 15 to 35 feet deep. Key requirements include a free-floating closed loop collector tube, 120 VAC single-phase power operation, a NEMA control box, automated oil transfer capabilities, float switches, indicator lamps, and audible alarms. The pre-solicitation notice was posted on February 3, 2025, with responses due by February 14, 2025, indicating a relatively short procurement timeline.

This contract opportunity is set aside for total small business participation and falls under the NAICS category 333914 for Measuring, Dispensing, and Other Pumping Equipment Manufacturing. The skimmer system must be entirely new, skid-mounted, and designed for continuous 24/7 operation, with the ability to fit within a specific 30-inch by 74-inch footprint. While specific award value ranges are not detailed, the technical complexity and specialized nature of the equipment suggest a potentially significant procurement. The system must be delivered to the US Army Corps of Engineers warehouse at Chief Joseph Dam and include critical features such as remote annunciation capabilities, a manually activated electric pump for oil transfer, and the ability to automatically return separated water to the sump. The collector tube must extend approximately 78 feet and operate within a 30-inch center-to-center sump opening, with provisions for mounting on a concrete floor.

The required overall length for the collector tube is estimated at 78 feet based on the old skimmer (will need to work with vendor to determine optium length based on final installation).

The collector tube must be resistant to tangling up on itself while floating on water surface.

The collector tube must operate within the existing sump opening (30 inches center to center).

The entire skid mounted skimmer system must fit within the existing skimmer system footprint of 30 inches x 74 inches.

The power requirement is 120 VAC single phase.
