About this opportunity

NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking to procure a launch power unit (NSN 7R-1620-015210864-QE) specifically for an F-18 aircraft, with a sole source intent to award to The Boeing Company (CAGE 0PXV4). The procurement is a critical military component requiring engineering source approval by the design control activity to maintain part quality and technical specifications. Interested parties have 15 days from the December 19, 2024 posting date to submit their capabilities and qualifications via email to Kyle Matsinger, with potential contractors needing to provide comprehensive technical documentation through NAVSUP's Source Approval Information Brochure. The government intends to use FAR Part 15 provisions for this acquisition and will not delay the procurement to wait for source approval. Proposals received within 45 days of publication will be considered, though the government retains sole discretion in determining competitive procurement.

The contract is not a small business set-aside and will have a one-year duration with a quantity of one unit, delivered FOB Origin. While the procurement appears targeted specifically at Boeing, alternative sources can submit a Source Approval Request (SAR) to potentially qualify as a vendor. The contract will be subject to Buy American Clauses and Unique Identifier (UID) requirements. The contract is classified under NAICS code 336413 and Product Service Code 1620 for Aircraft Landing Gear Components. Importantly, the government emphasizes that an alternate source must qualify through rigorous procedures approved by the cognizant Government engineering activity, and the existing source retains critical data rights and manufacturing knowledge that are not economically replicable by other potential vendors.
