About this opportunity

The Department of the Army Corps of Engineers Engineering District Omaha seeks construction of a comprehensive power infrastructure system to support the Space-Based InfraRed Systems (SBIRS) mission at Buckley Space Force Base in Colorado. The scope encompasses construction of a new power plant (Building 451) with backup generators, fuel storage and offload facilities, commercial power integration, transformers, medium voltage switches, underground primary distribution lines, load bank equipment, and replicated control systems in Building 433. The system must deliver a full load capability of 3.2 megawatts after derating for operational and environmental factors, with redundant capacity components to ensure mission-critical power resiliency. The contract falls under NAICS code 237130 (Power and Communication Line and Related Structures Construction) and PSC code Y1BG (Construction of Electronic and Communications Facilities). The proposal due date has been extended multiple times through amendments, with the current deadline set for March 5, 2026 at 1400 Central Time, and the solicitation was originally posted on September 3, 2025.

No set-aside designations have been applied to this procurement. The solicitation has undergone twelve amendments since its initial posting, reflecting updates to specifications, drawings, cost estimates for CLIN 0007, wage determinations, and contract provisions and clauses. While no specific award value is disclosed in this notice, the complexity of the project—involving power plant construction, backup generator systems, fuel infrastructure, and electrical distribution across multiple buildings—indicates a substantial capital construction contract. The place of performance is Buckley Space Force Base in Aurora, Colorado, where all facilities must be constructed to support critical military space operations infrastructure.
