About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking repair and modification services for power control panels under NSN 7H-5963-015658956. The government intends to conduct a sole-source procurement under FAR 6.302-1 authority, as they do not own the data rights needed for competitive procurement and have determined it uneconomical to purchase the data rights or reverse engineer the component. The procurement falls under the Electronic Modules PSC category and involves delivery FOB origin. While this is not a competitive solicitation, all responsible sources may submit proposals, quotations, or capability statements within 45 days of the notice publication date of July 3, 2025, with the due date of August 4, 2025. The government will consider any responses received to determine whether to conduct a competitive procurement, though the decision remains at their sole discretion.

This procurement does not utilize any set-aside designations and no incumbent contractors are specifically identified in the notice. The contract calls for a quantity of 3 each power control panels with technical data package version 003. No specific award values or budget ranges are disclosed in the pre-solicitation notice. The procurement is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if certain DFARS clauses are included in the eventual solicitation. Based on market research, the government has determined not to use FAR Part 12 commercial item acquisition procedures, though interested parties may identify their capability to satisfy the requirement with commercial items within 15 days of the notice. The government has also indicated that patterns, drawings, and purchase descriptions are not available through the standard DoD documentation sources.
