About this opportunity

The Defense Logistics Agency Land and Maritime is procuring specialized metal powders for cold spray repair processes at the Puget Sound Naval Shipyard through solicitation SPMYM225Q2631. The procurement involves seven different powder products totaling 310 pounds, including copper-nickel, bond coat, cold spray, and other specialized powders required for a 3D printing project supporting critical naval vessel repairs. Contractors must comply with NIST SP 800-171 cybersecurity requirements unless items qualify as Commercial Off The Shelf (COTS), and must provide manufacturer name, country of origin, and lead time information. The urgency justification cites production delays for eight main circuit pump shaft repairs, with potential savings of $900,000 per carrier availability period. Bids must be submitted via email by September 16, 2025, with complete solicitation documentation including signed compliance certifications, and late submissions will not be considered.

This procurement is designated as a total small business set-aside under NAICS code 325998 for miscellaneous chemical product manufacturing. Solvus Global LLC, with locations in Worcester, Massachusetts and Nashua, New Hampshire, appears as both the suggested source in the urgency documentation and the identified manufacturer in the solicitation materials. Each powder product requires 85% minimum shelf life remaining and must be packaged in one-pound containers with hazardous material safety data sheets. Delivery is required by September 22, 2025, to the Hazardous Receiving area at Puget Sound Naval Shipyard in Bremerton, Washington. The procurement supports new cold spray repair technology implementation, with the shipyard having worked to obtain necessary processes and authorizations for this critical repair capability that addresses long-lead repair components for naval vessels.
