The U.S. Army Communications-Electronics Life Cycle Management Command (CECOM LCMC) Software Engineering Center (SEC) Battlespace System Support Directorate (BSSD) provides systems and software engineering support for many customers including Army Program Executive Officers (PEOs) and their Program/Project Managers (PMs), Headquarter Department of the Army (HQDA) and its components and other Department of Defense (DoD) elements. SEC has the responsibility to provide software engineering support for the entire life cycle of an assigned system from concept exploration to the support of the fielded Mission Critical Defense System (MCDS). This program involves the acquisition of software engineering and systems engineering services to support CECOM SEC in its mission of providing post deployment software support and post production software support (PDSS/PPSS) to field users of these systems. Some of the required services to be performed include providing quarterly Information Assurance Vulnerability Alerts (IAVA) and Antivirus updates to fielded systems, performing the analysis and replication of field reported software problems, implementation of corrections to field reported deficiencies and field requested software enhancements, refinements and improvements.
This requirement will be through full and open competition which will result in a five year, Indefinite Delivery Indefinite Quantity (IDIQ) contract to include Time and Materials (T&M), Firm Fixed Price (FFP) and Cost Plus Fixed Fee components, which will be awarded through the Best-Value Source Selection process. The period of performance for any awards made will be September 2008 to August 2013, with no options. Federal Supply Class (FSC) code is 5930. The estimated maximum dollar value over the life of this effort is $78,000,000.00. Formal solicitation is expected to be released on or about 17 June 2008.
