About this opportunity
The Bureau of Reclamation intends to award a sole source contract to the Confederated Tribes of the Umatilla Indian Reservation for cultural monitoring during post-construction modifications to the Pasco Pump Lateral (PPL) 5.8 Wasteway. This procurement will be a firm-fixed-price contract utilizing the statutory authority of 10 USC 2304 (c) (1), which allows for award to the only responsible source that can satisfy agency requirements. Interested firms are invited to submit a technical capability statement and business profile to Paula Gross at PGROSS@USBR.GOV within five days of the notice's publication. The contract will be classified under NAICS code 921150 for American Indian and Alaska Native Tribal Governments, with no established small business size standard. While this is a pre-solicitation notice, the Contracting Office reserves the right to either pursue sole source negotiation or compete the requirement based on received information.
The contract has no specific set-aside designation and is targeted specifically for the Confederated Tribes of the Umatilla Indian Reservation. The estimated period of performance spans from November 1, 2025, to February 28, 2026, covering approximately three months of cultural monitoring work. The notice was posted on May 8, 2025, with responses due by May 16, 2025. The procurement falls under the Special Studies/Analysis - Archeological/Paleontological product service code (B503), indicating a specialized technical service requirement. While no specific award value is disclosed, the firm-fixed-price structure suggests a predetermined budget for the cultural monitoring services during the post-construction project modifications.
