About this opportunity
This Limited / Sole Source Justification Notice is for the U.S. Immigration and Customs Enforcement (ICE) agency to increase the ceiling on their existing Scalable Ways to Initiate Flexible Tasks (SWIFT) Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The SWIFT contracts were competitively awarded in September 2022 to provide IT services and COTS software, but the original contract ceiling was underestimated and will be exhausted by May 2024. To avoid disruption in critical IT services, ICE is proposing to increase the ceiling across the existing SWIFT IDIQ contracts held by Procentrix, Dev Technology Group, INDEV, Unissant, Stella JV, ICF, and Salient CRGT. The increased ceiling will be shared across the existing contract holders and will not extend the period of performance beyond the original five-year ordering period that expires in September 2027. ICE plans to competitively recompete the SWIFT requirements by November 2025.
