About this opportunity

The Internal Revenue Service Criminal Investigations (IRS-CI) Innovation section is conducting a Request for Information (RFI) to explore portable X-ray imaging devices for law enforcement field operations. The agency seeks handheld X-ray systems capable of penetrating walls, safes, vehicles, and other objects to detect concealed evidence, with specific technical requirements including multi-orientation capabilities, real-time imaging, USB transfer functionality, and low radiation exposure. This RFI is strictly for information gathering and does not constitute a formal solicitation or guarantee of future contract award. Interested technology companies must submit their responses via email to Bradley.luker@ci.irs.gov by December 27, 2024, at 4:00 PM EST, with all response costs to be borne by the responding parties. The RFI's primary objectives are to identify potential providers, assess technical capabilities, and validate government cost estimates for the proposed technology.

The procurement has no specific set-aside designation and is classified under NAICS category 334290 for Other Communications Equipment Manufacturing. While no incumbent contractors are mentioned, the agency is preliminarily estimating procurement of approximately five devices with training for 25 users, structured across a base year and four optional extension years. The RFI indicates the government will conduct potential industry discussions to clarify capabilities and risks, with all submitted proprietary information to be clearly marked and ultimately becoming government property. Respondents are advised that non-participation in this RFI will not disqualify them from potential future Request for Proposal (RFP) opportunities. The solicitation number for this market research effort is 2023H225RFI00001, and the agency emphasizes that this process does not commit the government to any contractual obligation.
