About this opportunity
The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice announcing its intent to award a sole source purchase order to Nikira Labs, Inc. for a Portable Methane Analyzer (PMA). This notice is published under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures and falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. The procurement is categorized as laboratory equipment and supplies with no set-aside designation. NETL has determined through market research that Nikira Labs is the only known source capable of providing the required equipment that meets their technical specifications. The notice emphasizes that this is not a request for quotes or proposals but rather an announcement of intended sole source procurement.
The purpose of acquiring the Portable Methane Analyzer is to maintain and expand NETL's current research programs focused on characterizing the function and reliability of the nation's oil and gas infrastructure. The analyzer must meet specific technical requirements including the ability to measure methane emission rates, operate at distances from the source, measure methane concentrations up to 10,000 ppm, and include an integrated weather sensor for deployment in various remote field conditions across the United States. Any interested parties who believe they can meet these requirements must submit written evidence of their capability to Contract Specialist Anissa Beasinger via email by 3:00 PM ET on July 28, 2025. Telephone responses will not be accepted, and the government retains sole discretion in determining whether to conduct a competitive procurement based on any responses received. The information submitted will be used exclusively to assess whether competitive procurement procedures should be implemented.
