About this opportunity

The United States Air Forces in Europe - Air Forces Africa, through the 765th Contracting Flight, is seeking to procure a portable diesel generator system to provide emergency backup power to critical walk-in cold storage units at Lajes Field, Azores, Portugal. The procurement specifically requires a brand-name-only Cummins Model C220D5EQ Portable Diesel Generator System with associated equipment and complete turn-key installation services. Key requirements include furnishing and installing a 400A manual transfer switch, 400A safety disconnect main breaker, emergency enclosure panel board, power cabling, connectors, grounding system, and generator trailer. The contract will be awarded as a single, firm-fixed-price agreement using commercial acquisition procedures, with evaluation based on providing the lowest priced quote from responsible vendors capable of supplying the specified brand and model while completing all required installation services. The due date for interested parties to respond is May 1, 2026, with contract specialist Jovita Salvador and contracting officer Tania Cardoso serving as primary points of contact.

This procurement carries no small business set-aside designation and is classified under NAICS code 335312 (Motor and Generator Manufacturing) and PSC code 6115 (Generators and Generator Sets, Electrical). Market research has identified four potential competitive local vendors from a previous fiscal year 2025 solicitation: ATJP, CITEL, JAurora, and MM CARTOR VHC, with the award to be made to whichever vendor submits the lowest priced quote. The justification for the brand-name-only requirement stems from an Air Force Civil Engineer Center memorandum dated May 19, 2023, mandating Cummins standardization at Lajes Field to ensure standardization, interoperability, and logistical supportability. The acquisition is funded through Fiscal Year 2026 appropriations and requires all work to be performed at the specified location in the Azores, with the contractor bearing full responsibility for the fully integrated and operational solution.
