About this opportunity

The Department of the Interior Bureau of Ocean Energy Management is seeking a contractor to provide professional expertise and technical services to identify, collect, and analyze data on existing port infrastructure and services that support commercial and recreational fishing along the U.S. West Coast. The goal is to document this information so that future offshore energy activities can avoid, minimize, or offset potential space-use conflicts and enhance synergies between the offshore energy industry and port-based industries, especially commercial fishing. The contract is anticipated to be a 24-month firm-fixed-price award under the simplified acquisition procedures for commercial items. The solicitation provides answers to vendor questions and extends the proposal due date to June 24, 2024 at 2:00 PM ET.

This opportunity is set aside for small businesses under the North American Industry Classification System (NAICS) code 541620, Environmental Consulting Services, with a small business size standard of $19.0 million. The Bureau of Ocean Energy Management does not anticipate increasing the overall funding for the contract and encourages the contractor to propose methodologies that do not require OMB review, such as guided discussions. The contractor shall determine which and how many ports to include in the pilot study.
