About this opportunity

The Department of Homeland Security US Coast Guard seeks lawn care and grounds maintenance services at seven Coast Guard-owned residential properties in Port Lavaca, Texas, with proposals due June 24. This is a Total Small Business set-aside, limiting competition to certified small businesses.

Services include bi-weekly mowing (maintaining 2–4 inch lawn height), edging, clearing fence lines, tree trimming to maintain 6-foot ground clearance and 2-foot clearance from structures, herbicide application, and up to four unscheduled service calls within three business days. Mowing occurs twice monthly March 1 through October 31, and monthly November 1 through February 29, between 8:00 AM and 4:00 PM, Monday through Friday, excluding federal holidays. The contractor must provide monthly mowing schedules by month-end and monthly reports with site photos by the 15th of each month. Personnel must demonstrate knowledge and prior grounds maintenance experience at residential and government sites.

The period of performance runs one base year from July 1, 2026 through June 30, 2027, plus four optional one-year renewal periods through June 30, 2031. The contract is firm fixed price with pricing submitted on a unit basis for the base year and each option year separately. NAICS is 561730 (Landscaping Services); PSC is S208 (Housekeeping–Landscaping/Groundskeeping). Evaluation considers price, past performance (including relevance, quality, and timeliness; offerors with no relevant past performance receive neutral rating), and technical capability, with award to the lowest price, technically acceptable offeror. Service Contract Act prevailing wage rates apply; Department of Labor wage determination No. 2015-5305, Revision 29, establishes rates for the region. Offerors must be actively registered in SAM.gov and complete all required representations and certifications.
