About this opportunity

The Ohio National Guard intends to award a sole source, firm fixed-price contract to Nasatka Barrier Incorporated for comprehensive repair services of the existing pop-up barrier system at Springfield Air National Guard Base in Ohio. The procurement encompasses diagnostic assessment, repair, and restoration of the pop-up barrier system to full operational capacity, including troubleshooting system malfunctions, repairing or replacing defective mechanical and electronic components, updating proprietary control software, calibrating system operations, and conducting comprehensive testing. The sole source justification is based on the barrier system's proprietary control software that is developed and maintained exclusively by Nasatka Barrier Incorporated, requiring specialized technical expertise and access to proprietary diagnostic tools, replacement components, and software updates unavailable through other contractors. The contract authority is FAR 13.106-1(b)(1), and the applicable NAICS code is 236220 with a small business size standard of $45,000,000. The due date for responses to this pre-solicitation notice is August 20, 2025, though this notice is not a solicitation and no formal solicitation package will be issued.

This procurement does not utilize any set-aside designation and specifically identifies Nasatka Barrier Incorporated as both the current system provider and intended sole source contractor. The contract value is estimated to fall between $25,000 and $100,000, representing a cost-effective repair approach compared to full system replacement, which market research indicated would be substantially more expensive and time-intensive. The contracting activity is identified as 178 MSG/MSC under the National Guard Bureau. The procurement falls under the PSC category Z2PZ for "Repair Or Alteration Of Other Non-Building Facilities," reflecting the specialized nature of the security barrier system maintenance. The project timeline focuses on restoring the barrier system to reliable functionality for ongoing security operations at the air base.
