About this opportunity
The U.S. Army Corps of Engineers St. Paul District is soliciting bids for 160 pontoon safety lights for the Dredge Goetz pontoon fleet. The solicitation seeks high-performance safety lights with specific technical requirements, including a 1-3 mile range, up to 4 years battery life, and LED lifespan of 90,000-100,000 hours. The lights must be constructed of high-impact polycarbonate, powered by a NI-MH battery pack, and feature magnetic mounting with a 360-degree visibility arc. The evaluation will be conducted using a lowest price technically acceptable methodology, with technical and past performance considerations weighted equally but subordinate to pricing. Quotes are due by 2:00 PM on December 12, 2024, with the solicitation number W912ES25Q0018.
The contract is exclusively set aside for small businesses within the NAICS 335139 category (Electric Lamp Bulb and Other Lighting Equipment Manufacturing), with a size standard of 1,250 employees. Delivery will be to the government's base in Fountain City, Wisconsin, and the lights must meet specific requirements including an amber LED color, 15-18 candela intensity at 2 miles, and compliance with IALA and 33CFR Subpart 66 standards. The lights must weigh between 3-5 pounds, measure 5"-5.5" in height and 7"-7.75" in diameter, and maintain autonomy for 8-10 nights without sunlight. Pricing must be firm fixed and include all associated freight and shipping costs. The procurement aims to replace or supplement safety lighting for the existing pontoon fleet, with a focus on durability and performance in marine environments.
