About this opportunity
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ) is soliciting vendors to supply 40,000 linear yards of polypropylene screen fabric material. The fabric will support the Sterile Insect Technique program, which combats the spread of New World Screwworm in South America, Central Mexico, and the Southern United States. Key requirements include delivery of material in rolls sized 36 inches by 100 linear yards, amber color, with 12-mil yarn size and 20x20 construction (yarns per inch), with all fabrication completed within 30 business days from order placement. The vendor must deliver material meeting strict dimensional, color, material type, construction, and appearance specifications, with non-conforming material to be replaced at no additional cost to the government. The solicitation notice was posted on April 23, 2026, with proposals due by April 29, 2026.
This is a Total Small Business set-aside contract with a firm fixed-price award intended for approximately one year of performance. The contract does not identify any current incumbents or specific budget range. The procurement requires delivery of 40,000 linear yards of screen fabric in specified roll configurations, representing a substantial bulk material purchase designed to support equipment fabrication without delays in sterile insect delivery to targeted areas. The vendor will be responsible for all fabrication using privately owned equipment at their own facility, with the government providing only off-loading support upon delivery. The place of performance is Edinburg, Texas, where the material will be received and inspected by the Contracting Officer's Technical Representative, Jose A. Hinojosa.
Notice text
The United States Department of Agriculture (USDA), Animal Plant & Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), requires the purchase of 40,000 linear yards of Screen Fabric Material. USDA intends to award a firm fixed-price, for approximately one (1) year.
Purpose
Fabrication of Emergence Tower Screen Trays is necessary to supply highly specialized Sterile Insect Technique equipment to the NWS program to combat the spread of New World Screwworm in South America and Central Mexico before it infests areas of the Southern United States. Aircraft and Equipment Operations (AEO) has repeatedly provided support to SIT programs in the fabrication of specialized equipment. Procurement of raw materials in bulk form for the fabrication of this equipment is an effective use of program allocations to avoid delays in the delivery of sterile insects to targeted areas.
